Always the same programs that won't load?
-- Sorry - what's WinRAR ?
Check for any errors logged in the Event Viewer (Start menu --> Administrative
Tools), particularly in the Application and System categories, at about the time
the described misbehavior occurs. If any such error is there logged, right-click
on it and then click on Properties to raise its Properties box, from which get the
error's description, source, category, and event ID.
Is your system clean of vires & malware? If unsure, scan the system.
