It is quite possible that both the primary and secondary IDE channels on your new motherboard are bad. By the way, you DO have the hard drive connected to the primary channel and the CD-ROM connected to the secondary channel, right? If you purchased the board from a reputable seller (NewEgg, ZipZoomFly, etc.) they will allow you to R.M.A. the board and exchange it or get a refund for it. It is not uncommon to receive a new motherboard that is defective, Carol!
