This is the only thing that worked for me.

Now may scanner started to work again.
In fact, this is how I became aware of the problem.
It was not just the empty Device Manager. My Canon USB flatbed scanner was not working,
probably after I installed that Security Update (as far as I remember).
Now I am back in business!!!!
