Not quite true. In my work I come across many users
who do not use Windows exclusively and also do not
know the basic rules. Also, nobody connected to the
Internet can be said to be exclusively using Windows. In
fact, most of the time they are interacting with servers
and programs that run under Unix or Linux and they can,
and do, get into trouble if they consistently ignore the
basics. Not to mention the problems that can arise for
Windows users when sending email attachments to
non-Windows users.
In addition, many Windows users run older versions
of applications and many of these refuse to handle files
with spaces or other 'illegal' characters.
It's reasonable these days to expect all systems to
cope with such matters, but in reality many don't. Hence
my advice to take the conservative approach. If users
ignore that and get into trouble, at least they have been
warned.
Anyway, it all makes for an interesting discussion and
readers of this thread at least now have some idea of
the situation and can make up their own minds what
to do.
