I thought another user could change their wallpaper or screensaver or windows theme, and your own remained unaffected. Even now, I have a different wallpaper than Katherine (my wife). Or are you talking about screen resolution and graphics display, etc.? Even then, I thought she could go to "display" and tinker about with it any way she wants and it still wouldn't affect my settings. It's something of a moot point, though, because my toolbar remains annoyingly large - like it's in safe mode, or something (but with colour) - while hers remains enviously small and like it's meant to look.
