I had the same problem. The registry keys fix in the microsoft article 320558 didn't work for me. What did work is going into services.msc (from the run box) and checking the properties of the telephony service. Make sure that it is set to automatic and then start the service by clicking on the 'start' button if it was stopped. Worked for me!
