I had a similar issue on Windows 2000 (RPC disabled by accident), I believe the solution
would be the same for XP. Solved it by:
1. Go to Start/Run, type RegEdit, then hit ENTER
2. Locate "HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\RpcSs"
3. Change "Start" value from 4 to 2
4. Restart computer
I wish MS was clever enough to at least warn the user not to disable RPC service
