This Fix worked like a charm but I wanted to add this bit of information. When I
searched for the registry key it was set incorrectly to a binary key (REG_BINARY)
instead of a dword key (REG_DWORD). Possibly a spware or malware program changed
it to a Binary key and set it to 1. Very odd. Thanks to everyone who posted this
fix.
