Alex, I had the same problem as you. I tried ALL of the suggestions here and everywhere.
None worked. And then I remembered a program I once used called TweakXP. Go to http://www.tweakxp.com/
Once installed, click the "Desktop" button on the left side menu. Under Active Desktop,
click the "Disable Active Desktop" button. Logoff. Logon. Problem solved.
This is by far the easiest fix.
