Hi!
It is not necessary to do all the things that dan has suggested..It is very simple..
All u have to do is to open NIS and then Go to User accounts
then Cliick "Log On" to log in as the supervisor.
if u know the password great, else the password is set up to be null as default..i.e 
Don type in any password just click "log on"

After u have done this u can diasable the NIS
Then u can go to Personal firewall config and Unblock Windows Messenger.

Hope This takes care of the problem..
if u are not able to log on as the supervisor u just will have to remove the program 
manually as it will not allow u to remove it from the control panel.
For this use the removal tool on symantec webpage
just type in SYMNRT in the search page,download and run the removal tool named SYMNRT
Now reinstall the program

But Before Doing all this check if the messenger service is running or not
Start >Run
Services.msc
Locate "Messenger" and see if it is started. else start it.
