If as you say, your device manager displays fine in safe mode, but not at all in
normal mode, it likely is a result of malware, probably Apropos. Have you tried
the fix for that outlined at:

?
Btw, if the link provided in that post for the AproposFix.exe tool (not the AproposUninstaller.exe)
doesn't work, use this URL to download AproposFix.exe:
