There are many different reasons one might get this
error. For starters, it seems that if you get an error as
the program is loading, it's definitely a different problem
than if the video quality degrades and/or the program
crashes after several minutes.
For me, I got this error trying to play Neverwinter Nights
after I added a second monitor to my system. I found
out that OpenGL freaks out when you have more than
one display, so my quick fix was to disable my second
monitor and re-enable it after the game starts. Still trying
to find a more convenient solution, though...
If you're having this error and aren't sure what to do, it
makes sense to try the less invasive solutions first before
trying something drastic like replacing hardware.
