1) Make sure you are signing in as a local admin
2) How long are you waiting for the deletion to complete? If there is a lot of data in their folders in could take a long time to delete. Give it a few minutes.

3) You can just navigate to c:\Documents and Settings\ and delete the usernames that you are no longer using, but keep in mind it may take a while because all their temporary internet files, temp files, my documents files, and others are stored inside there.
