Cannot delete video file from folder

I was dumb and downloaded the movie Bewitched from Limewire the other night and found this to be a big mistake. If I try to play the file or try to delete the file, my computer usage goes from the normal 6-10% all the way up to 90-100%. Trying to delete the file it says the the file cannot be deleted because it is being used by another person or application. I have searched, but have no idea what application this could be. My Task Manager will show NO applications running, yet I am still unable to delete this file due to the fact that it is in use. I did a system restore to a date previous to the download, but the file is still there. If anyone has an idea on how I can get this junk file off my system that would be great. Thank you. Jeff
