How to get DOS App in 25 line mode

Windows XP has an extremely annoying problem when it comes to DOS appliations. I
usually have trouble getting them to display in Full Screen mode. Sometimes, when
I finally get it there, it displays in 50 line mode, and I cannot get it to go to
25 line mode. Yes, I've done the obvious things like setting the app to Full Screen,
and making sure that the Cols is set to 80, and the Lines set to 25 on one of the
tabs, but XP doesn't have a clue. Any idea how to make this happen?
