In my particular case, I had the installer popping up because I was trying to open
a power point file with power point viewer, but didn't have power point installed.
I found that if I deleted the references to .ppt and .pot files in the keys below
this one:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Installer\UserData\S-1-5-18
and when I went into explorer and modified the .ppt file type the problem went away...
