Hi,
I realize this thread is rather old but is seems there is still an on-going issue.
It was frustrating me too to no end until I found a solution.
First you will need to download the Tweak UI tool from Microsoft. You can get it
here,

Download the utility and install it. When you run the utility, click on the Templates
item on the left side. On the right side will be listed the additional items that
are listed on your Send To context menu. These items are ADDED to the Send To context
menu in additon to the items listed in your Send To folder in your Windows profile.
Even if you find these same values in the Registry (and yes, they are there) you
will be able to delete these values from the registry but Windows "self-heals" the
dam entries and puts them right back. So rather than continue to fight with the
Registry, I just used the Tweak UI tool. And the one good advantage of using Tweak
UI is that it allows you to select or unselect the item or delete it altogether.
So you can "remove" an item from the Send To menu or put it back easily by re-selecting
the item.
If you use the Tweak UI utility, you should be able to control what appears in your
Send To folder. It solved my problem and hopefully it will solve yours too.
