Thanks had the same problem with error 19 and went to HKEY_LOCAL_MACHINE- SYSTEM-Control Class{4D36E965-E325-11CE-BFC1-08002BE10318} and deleted the upperfilters and lowerfilters,then rebooted,worked like a charm!
