Question about 'What to Throw Away'

I have a question about What to Throw Away:

Is it safe to remove the hidden files when I do a search for the files mentioned in this article? What about files that show up written in blue instead of the normal black? I found files for all the way back to 2001 in some cases and none in others. Also is it safe to delete folders and files left behind by programs that have now been uninstalled? Thanks for any help Wanda
