Programs directories... meaning the folders leftover from the programs you've uninstalled,
as Ricer said in reply to your question. They're not in Windows folder.
As for your other question, just read my response again and only delete folders in
that one directory. And, yes, those other file extensions mentioned in the article
are safe to delete.
