re-register Windows Installer

If you're having trouble installing using a "Setup.EXE" or anything that's packaged
with a "***.MSI" file, then your windows installer might be registered with a program
that didn't install correctly, was cancelled, failed, etc..
I found this tip on Techsupportforums and it worked for me...

Run MSIEXEC to get an error box that will say what version of the installer is on
the computer.
If it's not version 2.0 or later, update it from the Microsoft website.
If it's already 2.0, reregistering the MSI may fix it.
From the Run box, do each of the following once.
msiexec /unregister (Hit enter and nothing will appear to happen. This is normal.)
msiexec /regserver (Hit enter and all the icons on the desktop should flash. Also
normal.)
Try reinstalling the software."
