I posted this under the heading "solution worth a try" and just wanted to give it
some more coverage...

If the setup isn't running, check to see if Windows Installer 2.0 is on the computer.
Run MSIEXEC to get an error box that will say what version of the installer is on
the computer.
If it's not version 2.0 or later, update it from the Microsoft website.
If it's already 2.0, reregistering the MSI may fix it.
From the Run box, do each of the following once.
msiexec /unregister (Hit enter and nothing will appear to happen. This is normal.)
msiexec /regserver (Hit enter and all the icons on the desktop should flash. Also
normal.)
Try reinstalling the software.
