1. You may be using a second party wallpaper (one imported from elsewhere) that locks 
out your ability to change wallpaper within XP.

2. It is possible, though unlikely, that you have some type of malware that is locking 
your wallpaper. Run your AV program as well as Spybot S&D and Adaware to see if that 
helps.

3. Run SFC /scannow to repair damages sysetm files. The instructions are given in 
Help & Support.

4. I help here when and as I can. Making repeated contact on my home email is counter 
productive. Try these suggestions and if the don't work, post to this message thread 
with anything you learn.
