New Comp, program crashes

I have 2 computers.
1 has been running fine for years on XP Pro.

I have upgraded a computer to have:
Sempron 2800+ 64bit (new)
ESC 760GX-M Motherboard (new)
1 GB Corsair Valueselect DDR400 (new)
160GB Maxtor HD (new)
Memorex 52x CDRW (new)

Only things I kept: Nvidia RIVA TNT2, an old HD, which is unplugged,
floppy, case, and powersupply.

When installing XP Pro on the upgraded system, I get an error
driver.cab can't be copied.
I tried my CD from the old computer, same problem.
Could this be a CD drive problem?
I tried 2 or 3 different CDs of XP Pro, all didn't work.
Same error.  Some would say other files, but when I retry, it was fine.
So I skip the cab file...

Windows loads, I pop in a CD and it says not a valid win32 file.
Ok, try again and it works.

Now I have windows running OK, I try to install a program .
When I run the program, it looks like it is working,
when I mouse over it, the program crashes.  

I am not using Windows XP Pro 64bit, I only have the 32bit windows install.

I have tested the memory and it checked out fine.
The motherboard needed a BIOS flash to see the Sempron, and that went fine as well.

My question is this:
Is there a problem with my CD Drive?
And the crashing of the program, what could cause that?
