My solution to this was to have XP revert to the "classic" search panel (as found 
in Windows 2000, etc.) that displays the "Search/Containing Text/Look In" boxes straightaway 
without having to check a radio button first. 

The labourious way to enable "classic" mode is via the Microsoft TweakUI power tool. 
A quicker method is to edit the registry directly. See:
