To answer my post, I finally tracked it down to SPMSMON.exe in the HKLM\software\microsoft\windows\current_version\Run
registry key. (http://castlecops.com/s10785-SPMSMON_EXE.html)
Deleting this entry with Hijack This, seems to cure the problem. Not sure what it
is supposed to do though, may be some sort of malware/spyware.
