In the Start menu's Run box, enter "appwiz.cpl" and hit Enter or OK.
-- does the Add/Remove applet open?

If yes, run the Windows system file checker from the Run box on the Start menu, using this command (note the space between SFC and the forward slash):

SFC /SCANNOW
Follow any on-screen instructions.
Have the WinXP (full install) CD nearby as you may be prompted to insert it.
When the process is done, reboot.
