If you paid by credit card, call your credit card company immediately and inform them you did not get what you paid for; this will generate what's known as a "chargeback." A chargeback basically means the credit card company refuses to pay the merchant and you owe nothing until and unless the merchant proves that you have been made whole.

Probably you will also need to submit a written report to the credit card company, but this sort of consumer protection is written into the credit card laws, at least in the US (if you're not in the US, then it may be different, I dunno other countries' laws).
