FOR THOSE WHO NONE OF THE ABOVE WORKED.
READ ON.
I had checked all my enum permissions, checked all my dcom, pnp components were all
fine but I checked the event log and found that I had HID-USB device failures module
not found.
I tried everything EXCEPT searching for those random strings.

I advise before you start to export
HKEY_LOCAL_MACHINE\SYSTEM
to a safe place in case you have to restore it after screwing up.
If your careful you won't need it but, take your time with this.

1. Open registry at:
HKEY_LOCAL_MACHINE\SYSTEM\
2. Search for:
$%&'()*+,
3. Once found export the "parent" key that contains it to a folder on desktop
Duff 1.reg (averaging in size to about 99 to 108kb)
4. Delete the "parent" key that holds all the $%&'()*+,01234567890 garbage
ONLY ONCE YOU HAVE SEEN IT SAVED OK INTO YOUR D'top FOLDER!.
5. Edit the exported key. to remove any lines that contain $%&'()*+,
Shift select ctrl end to goto last entry, delete and save.
6. double click the repaired 1k - 3k reg file to reimport the important data back
into
the registry. After you click OK you should see the parent folder re-appear just
where you
deleted it from WITHOUT all that crap!
I have cleaned out all the entries this way and saved the thousands of manual deletions
and time.
Device manager came right back as soon as they were gone. Seems like some flood overflow
attempt,
but I had installed SP2 while using (CURSE) nortons internet security 2005.
All well now, two unknown devices but hey, I must have screwed up something (slightly)
I did try that trialware recommended as above, i didn't remove all these garbage
entries,
just made my PC boot quicker into Failing DEvice Manager.
