A codec is simply a compression of a given audio or video file.  The aim is to reduce 
the size of the video or sound data without loosing display and or sound quality; 
thus making a multimedia file that is much easier and faster to be transfred in a 
given network (smaller the faster).  

If you don't have codec pack you may unable to play video and sound data of a given 
compression, its either you get an error message that the file can't be played, you'll 
get a video without sound or vice versa, stactic and the like.  Reading an encoded 
video or audio is called decoding.  A codec pack is simply a package of different 
audio and video file decoders.
