Forced reset

Each time I shut down my computer I MUST turn off the power on the back of the computer otherwise the computer starts back up, even without pushing the start button on the front of the computer. So, when I start my computer I must first turn on the power in the back and then push the start button on the front. My guess is, if there is a register setting to reset the computer, the register setting is set to restart the computer as if I had pushed the reset button. This all started when my hard disk crashed and I got a new hard disk. The computer guy that did the work is no longer around and claimed it 'wasn't his fault' which I translated to mean 'I don't know how to fix it'.
