User files, like DOC, XLS, JPG, AVI, etc can be moved via a simple cut&paste.
Programs files, like EXE, DLL, etc can not be moved without "breaking" the program.
The reason is that the windows registry contains thousands of entries that point
to the current drive location. If the files move, then these links will point to
nothing.
The only safe way to "move" programs is to un-install/re-install. Most programs
tell you the path into which they are going to install, and most allow you to change
that path.
By the way, I would leave certain important or near-system-level programs on C:.
Thes einclude anti-virus, firewall, utilities like Norton, etc.
A few files can be moved by using options, or preferrences, or settings within the
controlling program. For example, the XP pagefile can be moved from within XP.
The location of OUTLOOK emails can be moved from within OUTLOOK. The default place
to save WORD files can be changed from within WORD. Etc.
