None of the standard solutions worked and Google searches returned nothing useful. I found a solution and some helpful hints for the next person. My problem was caused by the security permissions on the HKEY_CLASSES_ROOT\SOFTWARE\Microsoft\MasterAggregatorForIPP\MSDAIPP key. If that doesn't help, look at your event logs for MSInstaller errors. If that doesn't help, turn on logging (http://www.winguides.com/registry/display.php/1127/) and decode the logs in the temp directory.
