Maybe peak at the registry? I have seen this problem way back, but do not remember
the fix. Do a search on download/s or default download... etc. Know what I mean.
Maybe the registry is pointing to a default location. You might also want to search
for a download with the advanced options search in hidden and system files. See if
it is "actually" downloading.
