I had this problem for 1.5 years and finally got it fixed partly by information provided
here. I was completely missing the dispex.dll file and had to download Microsoft
Windows Script 5.6 (Windows 2000, XP) from http://www.microsoft.com/downloads/details.aspx?FamilyId=C717D943-7E4B-4622-86EB-95A22B832CAA&displaylang=en
Then I followed directions here for regsvr32.
