You need an MSDOS boot disk. XP does not run on DOS, therefore it's boot disk is 
not an MSDOS boot disk. You need either a Win9x boot disk or a real DOS boot disk 
(like DOS 6.22)

You say your program does not require conventional memory, well that's simply wrong. 
That is all that is available to MSDOS without a memory manager. That's what programs 
ran in when we used DOS.
