How do I add or remove sound events from Control Panel?'

Just wondering if any can tell me how to add a new event. I.E. a program in the sounds event list. I'd like to add sounds like I did in 98 with the program "Sound Association by LEEOS, Inc. But I've not found anything for XP. And when I add a program directly to the registry I still get no where. Windows XP just ignores the addition.
