If you don't have any programs running, I would do a serious virus/malware scan. The hourglass indicates an operation going on in the system as if you had a program or utility running or launching. Case in point, I know for fact that some programs that record what you do and take snapshots of your screen (as close as one second intervals) will do this. Who has access to your machine??
