Need help deleting file before winlogon.exe runs.

Hello, I had a spyware/virus and I got rid of most of it, except one .dll file in
the systme32 folder remains, and I cannot delete it. "Being used by another process."
I have already tried many programs made to delete files like this; none work.
The other process is winlogon.exe, which is essential, I cannot kill it, and it still
runs in safe mode.
Can anyone help me? I need to delete this .dll file BEFORE winlogon.exe runs, and
I haven't a clue how.
