Crackling Sounds

I seem to be having a problem with my sound card. Whenever I am listening to music and surfing the web or even playing a game I constantly get a crackling sound from my speakers/headphones. Especiall when I scroll up or down on web pages and such. It also make little beeping sounds like r2d2!!! Does anyone know what this may be. My sound card is a Soundblaster live 5.1 digital. I also have this problem if I use the on baord sound card that is actually disabled right now because it uses too many system resources.
