WIndows restarts by itself after shutting down

When I shut down my system by going to "Start", "Turn off Computer", "Turn off" the system powers down fine. But, after a few minutes, the system starts up all by itself. Like it's possessed :) The only way I can stop this is by turning off the power supply switch for about 5-10 seconds and then I flip it back to the "on" position. I have checked my bios setting and made sure the wake on Lan is off, etc. I have done some searching and most people seem to be having issues with their system restarting instead of shutting down.
