OK. I've resolved the issue. First, let me share my motherboard type. It 's an
Intel D865PERL. I did confirm the wake on LAN was disabled. However, there was
a feature called "ASF Support" and it was enabled. When I disabled it, the computer
now stays Off! Thanks to everyone for their suggestions. It made me go back and
take another hard look at the bios settings.
