Bkkguy, that is by design... when you right click on the start menu and explore,
you are telling Windows THAT's what you want to explore. If you do it in one of
the groups in the start menu or a shortcut to a folder on the desktop, it opens explorer
to that folder. If you want a quick access to explorer just use (win logo key+e)
or put a shortcut to it on the quicklaunch bar.
