toolbars won't drag off start menu onto desktop

I usually turn desktop icons off and make a separate "desktop" toolbar that sits off to the side of the desktop as a standalone toolbar. The way I did this was open a toolbar on the start menu and then drag it off to the side. After fooling around with dual monitor/extended desktop support, and then deciding not use a dual monitor setup until I got a better 2nd monitor, I found that my side toolbar disappeared and using my method to drag it off the start menu doesn't work. Any thoughts? Thanks in advance.
