As a workaround, try creating a folder in your C: drive (or any of your drives), perhaps called "Shortcuts" or something, and place a few shortcuts in there. Try dragging this to the side of your desktop (it should have the same effect as dragging tollbars). Let me know if this works and we'll move on from there.
