System Restore is notoriously unreliable, but we cannot
help you unless you post dramatically more details such
as the totality of error messages you got. Also, if you
describe the original issue that led you to think you needed
System Restore perhaps we can suggest an alternative
means of solving your problem.

However, you might need to do a clean reinstall,
but in
any case you'll need a way to recover your most important
data first. You should have been doing
backups regularly, but I suspect you have not been. In
that case, before you continue further efforts at fixing the
system your first priority needs to
be rescuing important data files. Perhaps the simplest
way to rescue data is with a Linux-based "Live CD". See

Note that most Linux-based Live CDs will treat an NTFS
partition as read-only (if you don't know how your hard
drive is formatted, it's almost certainly one NTFS
partition), so you'll need one or more USB keydrives as
the place to put data files you rescue with a live-cd.
