I tried something that worked for me. Hopefully it will help others. Go to folder options, file types, folder, advanced. Make sure that Open is the default, and not Explore. You can do this by clicking open, then clicking Set As Default. The toolbars toolbar dissappeared for me. If you still have it, try to remove it again, now with Open as the default, and click apply to all folders. Then it should be gone.
