Great. :)

I tried both of the ideas below just the other day and BOTH failed. Frustrating!

However...

I recreated the profile (c:\documents & settings\username)

*Note, these steps below are fairly big changes, don't try it if you're not confident*

Start by restarting the computer, logging on with a different username using a different 
profile (ie, administrator) (if you are the administrator, this isn't good practice, 
create a new account and give it admin rights - log on and you'll have a fresh account 
to play with. If you are missing settings follow steps below to restore them.)
Rename your usual profile folder by adding the word old to it or something. To keep 
most settings don't delete this profile!

Log off.

Log on with the usual username and it will generate a fresh profile.

(To restore certain settings you log off and back on with the Admin account. Copy 
(NOT CUT) the OLD Application Data folder within the old profile over into the new 
one. (ie Adobe, Microsoft settings will be restored etc)) There might be other folders 
you can use to restore settings like Favorites, Desktop Items etc. Be careful, you 
dont want to copy over too many system folders you might transfer the problems over 
too.

Log off and log back on and see how it goes.

If all else fails and it doesn't work, you can log off once again, log on as Admin 
and rename the old profile folder back to it's original name and remove the new profile 
altogether. Log back on & you are back to working normally.

This reset a lot of things for the profile overall, but fixed the icon's text background 
on the desktop which can be quite frustrating.
