I have a question about How do get the taskbar and desktop back if Explorer crashes:

I ran into this several times and by following this procedure it worked, but today it did not worked, the point was that a process named explorer.exe was allready running and whenever I tried to run explorer it opened a new windows explorer window instead of displaying the task bar, so after killing the process "explorer.exe" and then running it again brought back the task bar.
