Start msconfig (start / run / msconfig). Slect "Selective Startup" and uncheck everything you can. Reboot and see what happens. This will eliminate pretty much everything. If it still fails, you can try a Repair Install. If no good, do a format and Clean Install (after saving any data). If it still fails or you can't do the installs then I would suspect either the PSU, System Board or CPU.
